LOVES PARK – At the Sept. 14 Loves Park City Council meeting, aldermen welcomed the city’s newest police officer. A resolution was passed authorizing the mayor to hire Chad Palmer as a Loves Park Police Officer effective Sept. 21.

Palmer fills a vacancy left by Third Ward Alderman Doug Alton who resigned his officer position after the March election. Palmer comes to the city from the sheriff’s department.

Alderman Clint Little gave the weekly police activity report for the week of Sept. 6-12. There were 510 calls for service, 195 arrests, and seven accidents reported. On the weekly fire department report dated Sept. 13, one fire call, one false fire alarm call, two wires down calls, one oil or gasoline spill call, and one smoke or odor investigation call were reported.

Alderman John Pruitt gave the building report for the month of August. A total of 81 permits were issued and $6,763 in permit fees were collected.

Aldermen approved payment of $48,494.80 in water department bills and $564,037.83 in general fund and all other bills, as presented Sept. 8.

A request from the Nicolosi and Hinshaw law firms for an hourly rate increase was referred by the mayor to the Finance Committee for consideration. The firms represent the city.

The week of Sept. 17-23 was declared “Constitution Week” in Loves Park and the proclamation was presented to a representative of the Rockford Chapter of the Daughters of the American Revolution (DAR).

Mayor Lindberg announced that the ribbon cutting for the completion of the N. Alpine Road reconstruction project was held Sept. 14 and thanked voters for passing the referendum that made it possible. “Phase 2 will be next,” he said.

An “Engagement Agreement” was approved with the law firm of Schiff Hardin, LLP, “to act as bond council for the city in relation to the issuance of certain general obligation alternate bonds” of the city.

Approval was given of an Engagement Agreement with Speer Financial, Inc. “for financial advisor services in relation to the issuance of certain general obligation alternate bonds of the city.”

Approval was also given for an Engagement Agreement with Hinshaw Consulting, LLC “to provide consulting services with regard to the issuance of certain general obligation alternate bonds” of the city.

An ordinance authorizing “the issuance of General Obligation Alternate Bonds (sales tax alternate revenue source) of the City of Loves Park, and Winnebago and Boone Counties in an aggregate principal amount not to exceed $12-million for the purpose of paying all or a portion of the costs of public infrastructure, including but not limited to, repairs, maintenance, improvements to and reconstruction of roadways, drainage systems, pedestrian and bikeway facilities, and water systems, and related costs and expenses; providing for the publication of public notice of intent to issue such bonds; providing for public notice of and the holding of a public hearing under the bond issue notification act’ and concerning related matters was approved.

A contract was awarded to Norwest Construction, Inc. “as the lowest responsible bidder for the removal and replacement of the asphalt parking lot and concrete sidewalks located the city’s police department.

A resolution was passed okaying a donation to Keep Northern Illinois Beautiful for $2,500 “to help offset expenses for the 2016 Annual Christmas Tree Recycling Program.

A resolution was passed authorizing “negotiated bids for replacement of exterior doors at Wells No. 1 and 3.

The Final Plat of Windsor Lake Townhomes was approved.

Ordinances, second reading, for variances at 7137, 7139, 7141, and 7143 Windsor Lake Parkway were passed. The multi-family units, zoned under R3A zoning, received the variances for zero side setback or minimum lot size requirement.

Ordinances, first reading were approved – one for a Class R2 (recreational all alcohol) liquor license for Rockford Baseball Properties, LLC at 4503 Interstate Blvd. and one for a Class F (video gaming) liquor license for Lacey’s Place in the 4100 block of N. Perryville Road.
