Belvidere man charged with sexual crimes
Robert E. Kozlowski, 52 of Belvidere, was arrested and charged with Criminal Sexual Assault (Class 1 Felony) and two counts of Criminal Sexual Abuse (Class 4 Felony).
On March 19, 2024 the Belvidere Police Department received a complaint of a sexual assault that occurred within the City of Belvidere.
The complaint alleged that an adult female was sexually assaulted by an off-duty Belvidere police officer, Robert Kozlowski. Kozlowski was placed on administrative leave with pay.
The Illinois State Police – Division of Criminal Investigation (DCI) was contacted and responded.
On Thursday, Jan. 9, 2025 a special prosecutor with the Illinois Appellate Prosecutors Office presented a criminal investigation before a Boone County Grand Jury.
The grand jury indicted Kozlowski on charges of Criminal Sexual Assault and Criminal Sexual Abuse.
The Illinois State Police DCI obtained a Boone County Warrant based on the indictment.
Friday, Jan. 10, 2025 Kozlowski was arrested without incident and lodged into the Boone County Correctional Facility with no bond.
A class 1 felony is punishable by 4-15 years in the Illinois Department of Corrections. A class 4 felony is punishable by 1-3 years in the Illinois Department of Corrections.
