On Wednesday, Sept. 14, the Belvidere Police Department and Illinois State Police, with the assistance of the Boone County Sheriff’s Office, Belvidere/Boone Metro Narcotics Unit, Illinois State Line Area Narcotics Team (SLANT), Loves Park Police Department, Winnebago County Sheriff’s Office, Drug Enforcement Agency  (DEA) Task Force, and Illinois Department of Financial and Professional Regulation, arrested 14 people from four different massage parlors in Belvidere, resulting in 24 charges ranging from promoting prostitution, prostitution, solicitation of a sex act, and massage licensing act violations.

Cynthia L. Wolfram, 57, of Beloit, Wis., was charged with one count of massage licensing act violation (class a misdemeanor).

Angela N. Ehmen, 32, of Rockford, was charged with one count of prostitution (class a misdemeanor) and one count of massage licensing act violation (class a misdemeanor).

Mary E. Laidig, 67, South Beloit, was charged with one count of massage licensing act violation (class a misdemeanor).

Brandon L. Herringer, 29, of Rockton, was charged with one count of massage licensing act violation (class a misdemeanor), and a failure to appear warrant.

Michael E. Cain, 48, of Beloit, Wis., was charged with three counts of promoting prostitution (class 4 felony), and three counts of massage licensing act violation (class a misdemeanor).

Rade Vazic, 33, of Loves Park, was charged with one count of solicitation of prostitution (class a misdemeanor).

Jazmine A. Martinez, 29, of Rockford, was charged with one count of massage licensing act violation (class a misdemeanor).

Tina M. Parrish, 39 of Beloit, Wis., was charged with one count of prostitution (class a misdemeanor) and one count of massage licensing act violation (class a misdemeanor).

Nina M. Evans, 31, of Rockford, was charged with one count of prostitution (class a misdemeanor) and one count of massage licensing act violation (class a misdemeanor).

Wang Yue Ping, 29, was charged with one count of prostitution (class a misdemeanor) and one count of massage licensing act violation (class a misdemeanor).

Qiuna Martin, 37, of Gilberts, was charged with one count of massage licensing act violation (class a misdemeanor).

Suhua Zhang, 49, of Belvidere, was charged with one count of massage licensing act violation (class a misdemeanor).

Jie Liu, 32 of Flushing, NY, was charged with one count of prostitution (class a misdemeanor) and one count of massage licensing act violation (class a misdemeanor).

Danny B. Stovall, 73 of Sycamore, was charged with one count of solicitation of prostitution (class a misdemeanor).

Michael Cain was lodged into the Boone County Jail with no bond.  A class four felony is punishable by one to three years in the Department of Corrections.  All others who were charged were lodged into the Boone County Jail with a $1,500 (10 percent bond).  A class a misdemeanor is punishable by up to one year in jail.

On Wednesday, Sept. 14, at approximately 4 p.m., the Belvidere Police Department, after receiving numerous complaints from the community, executed four simultaneous search warrants at the C’est La Vie Health Spa and Modeling, at 401 S. State St., Spa Tui-Na, at 120 N. State St., Executive Relaxation Station, at 134 N. State St., and Royal Oriental Massage, at 404 S. State St.

During the investigations police seized a vehicle, financial records, employee records, computers, digital hard drives, security video equipment, interior/exterior security video, approximately $15,000 to $20,000 in United States currency, massage lotions, and sexual devices.

The Belvidere Police Department reviewed the investigation with the Boone County State’s Attorney’s Office, who authorized charges.

The execution of the search warrants closed the door to a 14 month multi-jurisdictional investigation.  Supplemental information is being reviewed and additional arrests and/or charges are expected.
