Illinois State Police (ISP) District 16 Commander Carl Heintz announced the promotion of Trooper Dan Balsley to the rank of Sergeant. Sergeant Balsley’s promotion was effective Feb. 1, 2018, and he was honored at a ceremony in Springfield last week.
