City approves redevelopment agreement on Forest Hills Road project
Loves Park city aldermen approved three resolutions and three ordinances, second reading, at the Nov. 21 council meeting:
• Mayor Greg Jury received the okay to execute a Redevelopment Agreement between the city and (“Developer”) DYN Sycamore Investments, LLC of Rockford (Sunil Puri).
• A resolution authorizing the mayor to execute a Sales Tax Revenue Sharing Agreement, also with DYN Sycamore Investments, LLC, was also passed. This is in relation to the Forest Hills Road Business District (and Tax Increment District) financing within the Forest Hills Redevelopment Project Area.
Noted in the resolution is this information: under the agreement the city is “to undertake the redevelopment, including but not limited to, the approval of redevelopment plans and projects, of ‘blighted areas’ and ‘conservation areas’ within the City if the conditions specified in the TIF Act are met, and is further authorized to implement tax increment allocation financing (‘TIF’) to pay the costs of such redevelopment permitted under the TIF Act…”
• A resolution was approved authorizing the street department manager to hire Medrano’s Landscaping for snow removal services on city properties for the 2022/‘23 winter season.
The three ordinances, second reading, approved were:
• A variance in accessory structure height for 5296 Bennet St. was okayed.
• A special use permit for a fast food establishment with drive-thru window at 6390 E. Riverside Blvd. passed.
• Renewal of a special use permit for a car was at 6245 N. Second St. was approved.
The police activity report for the week of Nov. 6 noted that 513 calls for service were received, 263 arrests were made, and seven responses to accidents.
To Nov. 14, the fire department reported one response to an outside rubbish fire; 51 EMS (Emergency Medical Services) incidents; one person in distress call; one dispatched but cancelled enroute response; one “wrong location, no emergency found” call; six public service assistance calls; one extrication rescue call; two steam, other gas mistaken for smoke calls; one false alarm, other call; one system or detector malfunction response; and one unintentional system (no fire) call.
During the week, besides other tasks, street department workers put up Christmas lights at city hall, and along N. Second St. and E. Riverside Blvd., and were set to place cold patch as needed, continue street sweeping and setting up plow trucks.
The water department employees in the previous week stacked dirt on Paulson Road,
installed new temperature probes to monitor winter ground temperature, and flushed a new construction water main and opened valves (Plat 4 Breckenridge, Plat 18 in the King’s Acres subdivision).
