MACHESNEY PARK – It’s called “Puri 173,” covers 93 acres and is located northwest of the Interstate 90/39 interchange at Illinois 173.

The southern 59.4 acres are zoned commercial general while the northern 33.9 acres being zoned light industrial. Preliminary plans call for subdividing the three current parcels into seven lots, five commercial and two industrial.

The lots would range in size from 3.98 acres to 23.9 acres.

Right now the proposal is working through the village of Machesney Park approval process. Owner DynPicken LLC has submitted a tentative plat, whose intention is to have shovel-ready sites to better attract a user, which they don’t currently have.

Company representative Trish Gibbs from First Midwest Group made a presentation before the village’s planning and zoning commission (P&Z) at its March 28 meeting.

P&Z recommended conditional approval of the request in a 6-0 vote. On April 4, the planning and economic development committee (PED) also recommended approval.

A variety of comments came from five of the 10 agencies who were contacted by village staff to review the plat.

The property would be served by water and sewer, which drew comments from the Rock River Water Reclamation District. It pointed out that district sanitary sewer only would be available to the portion of the plat south of the Commonwealth Edison property.

In addition, Village Engineer Chris Dopkins offered 17 comments about the proposed development that dealt with interior roads, boundary agreements among Machesney Park, Roscoe and Loves Park, whose village limits all are in that area, right of way, wetlands and street lights.

Preliminary plats do not require resolution approval by the village board. They just go to the committee level, in this case the PED.

Village staff currently is waiting for the tentative plat, which addresses all of the review comments, to be submitted. The final plat, when submitted, will have to conform to the tentative. Then the final plat moves to the village board for consideration.

P&Z members during their meeting brought in some tangential issues that likely will prompt discussion at some other time.

One of them was possibly revisiting the idea of an interstate overlay zoning district, to limit uses and control design standards on this property, which is right across Route 173 from Rock Cut State Park.

They also talked about the requirement in the Village Code to have roads align with section lines, and that it is important to reserve some right of way in this vicinity, prior to all of it developing.
