At the Dec. 18 city council meeting, aldermen approved the following agenda items:

*A resolution was approved regarding Motor Fuel Tax funds “not to exceed $535,000 appropriated for the purpose of maintaining streets and highways from Jan. 1, 2024 through Dec. 23, 2024.

*A resolution was passed to use $5,000 in tourism funds to pay Park Lanes Bowl to sponsor the portion of the Leatherneck Classic College Bowling Tournament being held in Loves Park from Nov. 9 and 10 to provide “gap funding for games bowled, offset tournament expenses, provide scholarship awards, and to cover loss of revenue from the normal Saturday Youth Program that weekend. It was further resolved that “Loves Park will provide a $5,000 sponsorship each year for the five years that Park Lanes hosts the tournament from 2024 through 2028.” Funds will be drawn from the city’s tourism account.”

“The Leatherneck Classic is a college bowling tournament that has been running since 2001 and is the largest Tier 2 Tournament in the country. One hundred college programs from all over the country will participate every weekend in November.”

*A resolution to hire Stephanie May for the position of Utility Department Billing

Technician in the water department starting Dec. 27 was approved. Starting salary is $47,840.

*A resolution authorizing Mayor Gregory Jury to sign a first amendment to the water

tower lease agreement with Verizon (wireless), Bedminster, New Jersey, was laid over until Jan. 2…the agreement to be in effect for six consecutive five-year terms.

*A resolution for the mayor to sign a “General Engineering Service Agreement” with

Fehr Graham & Associates “to provide consulting, project review, drainage review, and so on as the city engineer under the direction of the Director of Community Development per the Proposal for Services” passed.

–Ordinances:

*An ordinance regarding the Illinois Paid Leave for All Workers Act for the City of

Loves Park passed.

*An ordinance approving the issuance of a Class R-1 liquor license for Capri Restaurant, located at 6480 E. Riverside Blvd. was okayed.

Per Vito Grisanzio of Capri Restaurant, “Capri Restaurant was established in 1963. We have operated for the past 60 years in downtown Rockford. We have held a liquor license for decades in Rockford without any issues. We are aware that holding a liquor license requires being responsible when selling alcoholic beverages. We believe we can operate our business responsibly and comply with all laws and regulations, We hope our history and experience will allow you to grant us our request for a liquor license.”

*An ordinance approving the issuance of a Class A Liquor License located at 6108 N

Second St. passed.

*An ordinance providing for a special use permit for an HVAC warehouse/supply

house for the property known as 5614 N. Second St. was approved, as was an ordinance providing for special use permit for a light industrial processing and testing establishment with outside storage for property known as 8173 Starwood Dr.

Per the police department report between Nov. 19 and Dec. 9, there were 1,402 calls for service, 33 arrests, 338 tickets and warnings issued, and 21 vehicle crashes responded to by officers.

Per the fire department activity report from Nov. 30 to Dec. 13, 114 EMS incidents, 16 service calls, two fire calls, “all other call types” 41 for a total of 157 “for service.” A total of 249 training hours for the department was listed.

The water department report for Nov. 27 to Dec. 11 listed: scheduled appointments, Julie requests, meter exchanges, CB/VB repairs, hydrant repair and maintenance, grounds maintenance, monthly meter reads continued operation of remaining hydrants from flushing for ISO…repair of water main breaks at 510 Grand Ave., the intersection of Theodore and Spruce, 5745 Park Ridge, 7808 Venus St., and 5393 Pebble Creek Tr.

Additionally: routine daily samples and testing, routine well and well house maintenance, HMO systems maintenance and updates, abandoned Well No. One, flushed new water main for sampling at the Rockford Speedway Development, assisted with main breaks as needed, and reviewed Well No. 7 well house and filter plant layout
