The Loves Park City Council, began meeting bi-monthly on June 5. At the meeting the following agenda items were approved:

*A resolution was approved authorizing the street department manager to hire low bidder, Stenstrom Excavation & Blacktop Group of Rockford for the “citywide patch project” at a cost not to exceed $140,000 for Fiscal Year 2023.

*A resolution authorizing the Tentative Plat of HJS Subdivision was okayed.
*A resolution authorizing the Plat of Consolidation Lots 18 and 19, Plat No. 5 of the Rock Cut Business Park was passed.

*A resolution authorizing the mayor to execute an Economic Development Agreement between the City of Loves Park and Thayer Lighting, Inc. passed that will “improve certain real property located within the City in order to expand economic activity and promote job creation; and…for the purposes of drafting an economic development agreement to assist with the improvements of the Company’s
property; and…the City has determined that the execution of such an economic development agreement with the Company is in the best interests of the City; and…the City has economic development funds that are dedicated for use in expanding City’s economic base which are available for use on projects such as the one that Company has proposed.”

*A resolution authorizing the mayor to execute an Intergovernmental Agreement with the County of Winnebago for Fire and EMS Call Dispatching was passed…”Winnebago County (“County”), operates the Winnebago County 911 Communications Center which is a designated Public Safety Answering Point (“PSAP”); and…the PSAP has the capacity to dispatch fire and EMS calls for the City which would improve the efficiency of communication as 911 calls are received; and…the City wishes to enter into an agreement with the County to have the PSAP
perform dispatch services for fire and EMS calls as it currently does with police calls; and…the City and the County have negotiated the terms of an Intergovernmental
Agreement to provide for the provision of dispatch services.”

Further, the list of service and equipment to be provided by the County are:

*Tracking and Documentation of current calls on current CAD System.
*Recording Equipment.
*Emergency Fire/Medical Dispatching.
*Standard monthly report forwarded to Loves Park Fire Chief each month. Report will include calls, call numbers, units that responded, location of call, caller, type of call, call completion, and where ambulance took patient if transport occurred.
*Installation/maintenance of appropriate telephone lines/internet/cabling needed
for primary and backup emergency dispatching.

*Cost of Avtec Radio Communication equipment, installation, and radio/computer and CAD programming by the provider selected by the County. G. Education in-services on policy and procedures and response criteria.
*Any additional radios, transmitters, receivers, power supplies needed, if additional equipment is installed at the County.
*A resolution to retroactively approve a Special Event Permit application for a “Town Fair” at 9572 Forest Hills Road passed.
Three ordinances, first reading, were approved:

*An ordinance amending Chapter 2, Article III, Division 5, Section 2-167(b) passed to authorize the City Treasurer to pay recurrent bills of the City, incurred in the ordinary course of its business.
*An ordinance authorizing a special use permit for a hotel in the IL/CR (Commercial Retail) and the E. Riverside/190 Overlay Districts for the property known as 4101 Galleria Dr. was okayed.
*In conjunction, an ordinance authorizing a variance in sign height in the IL/CR and the E. Riverside Overlay Districts for the property known as 4101 Galleria Dr. passed.
Between May 7 and 27, the police department received 1,788 calls for service, made 62 arrests, issued 459 tickets and warnings, and responded to 36 vehicle crashes.

In the same time period the fire department responded to 165 EMS calls, made 23 service calls, and 28 “all other calls,” including fire calls.

Between May 12 and June 2, the street department, among other duties, continued mowing all city-maintained areas, sweep streets, continued to perform catch basin and sidewalk replacement, and replaced all flags.
