Winnebago County State’s Attorney Marilyn Hite Ross announces that a Grand Jury has returned an indictment against a Pecatonica man for a murder in the Village last month.
On Sept. 12, 2019, Winnebago County Sheriff’s Deputies, Officers from the Illinois State Police, Village of Winnebago Police and Durand Police responded to a 911 call to a home in the 300 block of East 7th Street in Pecatonica.
Upon arrival, Officers located an adult male inside the residence who was deceased. The victim was later identified as Scott A. Rocen. A subsequent autopsy conducted by the Winnebago County Coroner’s Office determined that Rocen died as a result of multiple stab wounds. Winnebago County Sheriff’s Detectives conducted a follow up investigation which was reviewed by the State’s Attorney’s Office.
As a result, charges were authorized against David W. Baldwin, 53. Baldwin was recently indicted by a Winnebago County Grand Jury on four counts of First Degree Murder charges.
First Degree Murder is a Class M Felony that is punishable by a sentence of 20-60 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release.
Baldwin is in custody at the Winnebago County Jail. He is scheduled to be arraigned at 9 a.m. on Oct. 23, 2019, in front of the Honorable Judge Joseph McGraw in Courtroom A at the Winnebago County Justice Center.
The charges are merely allegations and the defendant is presumed innocent until or unless proven guilty in a court of law.
