For the past several months the Rockford Police Department’s Narcotics Unit, assisted by the Rockford Drug Enforcement Administration Task Force, and the Belvidere/Boone County Metro Narcotics Unit have been investigating a group of individuals who were involved with selling large amounts of heroin and cocaine at various locations, primarily on the west side of Rockford.

As a result of the investigation, the Rockford Police Department’s Narcotics Unit and DEA Task Force officers executed a search warrant at 535 S. Greenview on Thursday, June 2.

Upon arrival, William Butler fled on foot from detectives but was quickly taken into custody without further incident. Butler was in possession of over $35,000 in United States currency at the time of his arrest.

Also taken into custody at 535 S. Greenview at the time of the search warrant was Chad McClellan.  A search of McClellan’s vehicle yielded four bundles of suspected narcotics that were hidden in a compartment within the vehicle.

Two of the bundles contained a substance that field tested positive for cocaine and two bundles contained a substance that field tested positive for heroin.  The two bundles containing the suspected cocaine weighed approximately 330 grams. The two bundles containing the suspected heroin weighed approximately 687 grams.

Narcotics-Rodney Clark mugshotAlso recovered during the execution of the search warrant was approximately 19 grams of cannabis, a .22 Derringer pistol, and other items associated with drug trafficking.

During the time of this search warrant in Rockford, the Belvidere/Boone County Narcotics Unit executed a search warrant at Butler’s main residence, 2973 Naak Dr. in Belvidere.  Two vehicles were seized at this time.

William Butler and Chad McClellan were both arrested and lodged in the Winnebago County Jail in lieu of bond.  It should be noted that Butler was out on bond at the time of his arrest for a 2013 arrest for criminal drug conspiracy as well as other drug related offenses.

As a result of this investigation, a warrant was issued for Rodney Q. Clark for two counts of Delivery of one to 15 grams of a Controlled Substance within 1,000 feet of a park.

On Friday, June 10, Rockford Narcotics detectives and Illinois Department of Corrections parole agents took Clark into custody in the 100 Block of N. Church Street without incident. It should be noted that Clark is currently on parole for a previous drug conviction.

Narcotics-William Butler mugshotWilliam E. Butler, 61, of Belvidere on the charges of possession with intent to deliver 400 to 900 grams of heroin, possession with intent to deliver 100 to 400 grams of cocaine.  His bond is set at $750,000.

Chad R. McClellan, 41, of Harvery, Ill. on the charges of possession with intent to deliver 400 to 900 grams of heroin, possession with intent to deliver 100 to 400 grams of cocaine. His bond is set at $300,000.

Rodney Q. Clark, 41, of Rockford on the charges of delivery of one to 15 grams of a controlled substance within 1,000 feet of a park (two counts). His bond is set at $750,000.

The charges against Butler, McClellan, and Clark are merely accusations and they are presumed innocent unless proven guilty in a court of law.
