A public hearing was held prior to the regular Roscoe Village Board meeting, Tuesday evening, June 15. The hearing was to discuss an annexation agreement of a 63.78-acre parcel of land owned by Wayne K Lensing.  The land is located at 13935 Metric Road, in Roscoe. The zoning is listed as General Industrial (IG). Lensing is the owner of Historic Auto Attractions Museum.

On June 9, the Zoning Board voted to approve the proposal by a 5-0-1-1 vote.

The ordinance includes a Special Use permit for warehousing, continued operation of a museum and approval of a variance to allow an existing unpaved vehicle storage area remain un-paved.

Lensing said future plans are to enlarge the museum and expand the parking area.

Trustees voted 6-0 to approve the agreement.

In other business:

What began as a discussion about hiring an additional full time Village police officer turned into a decision to hire up to four officers.

One officer has resigned and three additional officers will be leaving by the end of the summer. Trustee Mike Dunn suggested hiring three officers right away and add another officer down the road.

According to Chief Evans, it can take up to a year before an officer is trained and on the street.

Applicants making a lateral move from another police department will be considered as well as new recruits. Trustee Stacy Mallicoat spoke up in favor of the increase. “We don’t want us to be caught short-handed,” he said.

The Village is also looking to fill two additional vacant positions:  Public Works Supervisor and Administrative Assistant. Applications are being reviewed at this time.

The Committee of the Whole meeting immediately followed the Board meeting.

Trustees approved a Special Event permit for Keep Northern Illinois Beautiful (KNIB), to host a Mud Volleyball tournament at Riverside Park on Saturday, Aug. 7.  Set-up date would be Aug 2.  “A long drought would jeopardize the event, however,” Village Administrator Scott Sanders said.

A special Event permit for Roscoe Lions Club for the 111th Annual Fall Festival on Sept. 10-12, at Leland Park was approved. The event will include fireworks, a carnival, street closure and a parade.

Under Old Business, Trustee Justin Ploch suggested that a donation of land at Porter Park to the Village be developed as a public dog park.  Fencing, water, and a parking lot would be needed. An estimated $125,000 would be required.

Trustee Carol Gustafson suggested that, instead of a dog park on the property, a splash pad could be built instead.   “The idea is not mutually exclusive.  We could have both” Sanders said.

A motion was made to accept the land donation and review how best to use it.

Sanders updated Trustees on projects going on in the Village.  “We are waiting for the IDOT report on Main Street design, and traffic impact analysis for Love Rd, Rockton Rd, McCurry Rd and Willow Brook Road.”
