Winnebago Police and the Community Unit School District 323 will continue their partnership for the School Resource Officer program, which began last school year. Officer Jeffrey Spelman, a local resident and graduate of Winnebago High School with more than 20 years of law enforcement experience, will again fulfill the SRO role in the school district.

Successful School Resource Officer program moves into second year

    The Village of Winnebago Police Department and the Winnebago Community Unit School District 323 recently announced their continued collaboration the School Resource Officer program that was started last school year.

    This initiative, which aims to ensure the safety and well-being of students, faculty, and staff, has thrived due to the exceptional dedication and professionalism of Officer Jeffrey Spelman.

    Spelman, a local resident, and proud graduate of Winnebago High School brought over 20 years of law enforcement experience to the role of SRO. His deep connection to the community, combined with his extensive training and expertise, has made him an invaluable asset to the school district. Additionally, Officer Spelman is a trained emergency medical technician, further enhancing his ability to respond to a wide range of situations within the school environment.

    The presence of a School Resource Officer has proven to be critical in fostering a safe and secure learning environment. Spelman’s role goes beyond traditional law enforcement; he acts as a mentor, educator, and first responder. His presence has helped deter incidents of violence and bullying, provided students with a trusted adult to confide in, and ensured swift responses to medical emergencies.

    Dr. John Schwuchow, Superintendent of the Winnebago School District expressed his gratitude for Officer Spelman’s contributions.

    “Jeff Spelman has been an outstanding School Resource Officer for our School District. He has had a positive impact on your school community, not only by improving security but also by building relationships and showing genuine care for our students and staff. His dedication to his role is truly valued. Winnebago CUSD #323 is very fortunate to have Jeff Spelman as a part of our staff,” Schwuchow said.

    Winnebago Police Chief Jeff White talked about the success of the program.

    “The first year of the program was a big success. Officer Spelman has received positive feedback from residents, school children, and school faculty members, all of whom report feeling safer with his presence at the schools,” White said.

    “Officer Spelman is providing a valuable service to both the community and the school district. He has effectively distinguished between actual criminal activity and school disciplinary issues, helping to create a safer learning environment. His guidance has been integral to the safety and well-being of school officials and students alike,” he added.

    Looking ahead, officials with the Village of Winnebago Police Department and the Winnebago School District said they are excited to continue this partnership. The commitment to maintaining a consistent police presence within the schools underscores the shared priority of keeping the educational environment safe and conducive to learning.

    “We look forward to continuing the program in the foreseeable future, aiming to provide students at Winnebago School District facilities with essential real-life skills, both during regular school days and extracurricular activities at any of our school locations,” White said.

    As the program moves into its second year, Spelman will remain at the forefront, continuing to safeguard the schools and serve as a vital resource for the community.
